You can try:

1) decreasing the capacity or UA of the coil (be sure that the coil can still meet the maximum load), or
2) reducing the chilled water temperature set point

Make several parametric runs using these ideas and plot the results. Just run a summer design day for these tests and report hourly data for chilled water inlet/outlet temp and cooling coil air inlet/outlet temp.

In my model simulating, the water flow in cooling coil is very little,only about 1/5 of the design water flow pass through the cooling coil, most of the water flow always pass through the passby.
