Perhaps the fan operation is set to cycling instead of continuous.

Subject: [EnergyPlus_Support] Outside Air on A Unitary System
I am performing a calculation using an air to air unitary system but I need to intake a certain amount of air say 15000 cfm all the time... I input this in but it doesn't output the necessary amount of Outside Air. Is there a reason for this?
