My apologies if this doesnt work, but maybe try the object

MaterialProperty:VariableThermalConductivity

in conjunction with the WindowProperty:ShadingControl object

The WindowProperty object has several control methods for electrochromic glazing which will switch between the two materials. You could then use the MaterialProperty object to refine the thermal conductivity for each material used for a range of temperatures.

If this is not sufficient for your study, you may want to investigate the built-in EMS (Energy Management System).

You could employ the EMS to replace the materials used in the WindowProperty object depending on some other variable, like outdoor air temperature. This will allow you to include more than just the two materials referenced in the WindowProperty object to more accurately represent the properties of the electrochromic glazing

Documentation regarding the EMS routines can be found in the "EMS_Application_Guide.pdf" included with the installation of EnergyPlus.

The existing Shading Control methods available in E+ I am familiar with only allow for drapes, blinds, screens or pull-down shades with discreet properties (on or off settings) and require E+ to reference to a different material for each on or off setting.

For this particular question it is necessary to simulate both abilities; electrochromic proprieties for glare control, and dynamic insulation for thermal control.

With material and modeling issues is resolved, the E+ model will be optimized using GenOpt. Therefore, ideally both the electrochromic and drapes could be controlled thorough a schedule that will be manipulated by the GenOpt algorithm.
