"ZoneInfiltration:DesignFlowRate"  defined infiltration of outdoor air into the zone... that is not the issue here.

You must have a DX cooling coil object somewhere in your EnergyPlus 
input data file, don't you (Coil:Cooling:DX:*) ?

It has rated airflow rate and rated capacity inputs.
