I do not know why you wanted to do this. Why a resistance? If you use a "equipment" to heat each zone, simply turn them off with different schedules for each zone. (Fixed time on/off) You can change the the thermostat settings up or down a few degrees in each zone as well. In this case the total energy may not change, as the changed temperature would change the demand.
