Easiest way -- take one of the existing EPWs and use the weather converter to make a custom CSV.  Then you can edit in Excel, save it as CSV again, and convert it back to EPW.

I am trying to create a very simple (i.e Uniform Temperature over a period of time) sort of weather file so I can check to see the behavior of Phase Change Material in a wall and in turn validate the model as well.
