Agreed. The design day is for sizing heating equipment in this case and should assume middle of the night or morning warm-up conditions when no internal loads are present.
If you have a read through the compact schedule documentation you can override the design day schedules and others using certain ?flags?. Maybe someone else can identify where a list of those flags are in the documentation.

The lighting and equipment loads are zero because this is the worse scenario to heating (HVAC). And you should model the HVAC to this scenario.
