Daylighting only controls the reduction of lighting -- when the contribution from daylight exceeds the lux setpoint. It does not increase the lighting if you enter a very high lux.  The zone lighting object assume that you have designed enough lighting power to meet the lux requirements but doesn't perform any calculations (E+ doesn't have fixture information and lux output.).
 
So, in your case, yes, that effectively means the second lighting zone is always on,
