Unitary heat/cool is controlled by the thermostat only (the load calculated by the thermostat), no set point manager is needed or used if present.

Background is that (because of very perculiar reasons, LEED related) I am simulating a water heating coil after a unitary unit in my supply side Air Loop and want to avoid setpoint conflicts.
