Water flow should be off if there is no air flow. Better check this though using node report variable for flow rate. Use the name of the water coil inlet/outlet node to replace the wild card character below.

Output:Variable,*,System Node Volume Flow Rate Standard Density,hourly;

My question is, what is happening on the water side during off hours? Does the water circulation pumping also only cycle with the fan or load requirement or does it stay on cycling unused water energy around in a loop?
