I think this means that instead of using the controller:MechanicalVentilation object to modulate the ventilation supply (because you cannot impose a modulation limit of 50% here), I should instead create a maximum fraction of outdoor air schedule representing the occupancy variation and not let that modulate to less than 50% of the design ventilation flowrate.
