I agree with Karen here.  Note that the WaterHeater:* storage tanks have an input field called Source Side Effectiveness that provides simple model for just such a heat exchanger.

Hi Omar,
 
I think the best way to do this is to connect the solar collectors to a Hot Water storage tank, and then connect the storage tank to the supply side of the second PlantLoop.  To get a pretty direct coupling between the two loops, make the storage tank volume small.  I have tried using the water/water heat exchanger for something other than free cooling with poor results.

Not sure about the answer to your question. The plate heat exchanger is basically meant to allow free cooling and thats how its operation scheme is set up internally in EnergyPlus.
But you can try connecting heat exchanger as you desire and see the results. If you are trying to model Integrated Collector Storage (ICS), this technology will be added to EnergyPlus in the upcoming release.
