Weather files are discussed in quite a bit of detail in the Auxiliary Programs document.

Primary information from the weather file headers is the location data -- which, if a weather file is available to the run, overrides any Site:Location data.  (In fact, you don't then need a Site:Location object).

Not sure why your sizing:zone run fails.  There are many example files with and without weather files that don't fail.  

For your weather file that appears to be in Baltimore - you either need to make it be in that time zone or sync your schedules to the GMT time zone.  Location is used to determine sun position -- as you've seen, it is not embedded anywhere in the weather files

If i have a weather file for Baltimore that has hours in GMT/UTC (.i.e the sun is coming up at 1300 in January) is there a parameter or two that I can vary such that this does not cause ea discrepancy with eh schedules?
