Cooling Coil Sensible Cooling Rate reports the coil cooling rate so you should see 0 when the coil is off

Fan Coil Sensible Cooling Rate reports the overall cooling rate of the fan coil unit, including coil operation, outdoor air impact, and fan heat. It's basically Q = Mdot * deltaH from fan coil inlet to outlet. Since the inlet is the zone exhaust node, then it's the impact of the energy transfer from the supply air leaving the fan coil with respect to the zone conditions. As long as the fan is on, this report will be non-zero (and never 0 or very rarely coincidentally 0)

Zone/Sys Sensible Cooling Rate is the impact of all the zone inlet nodes 
added up (plus a few extra terms for special equipment) so this report 
should match the Fan Coil Sensible Cooling Rate report variable (there 
may be a time lag of 1 time step, I can't recall).

Use detailed reporting frequency when you are troubleshooting equipment 
operation in detail (no averaging involved in reported values).
