You will notice that these are heat transfer coefficients not conduction coefficients. The fenestration object is divided up into area regions because, for example, the convection, conduction and radiation transfer at the edge of the glass where it abutts to the frame is different to that at the center of the glass. For more details you could read

3) the Window program guide
For small windows the ratio of the "egde of glass" to "center of glass" regions becomes so that the edge of glass region plays a bigger part in the energy balance.
