This is pretty standard practice for infiltration:

when the HVAC systems are on, they are designed to bring in about 10% more outdoor air than they exhaust, and therefore the building is positively pressurized relative to the outdoors, thus reducing infiltration air-flows during HVAC system operation. There is a good document describing the modeling of infiltration specific to energyplus by PNNL and located here:
