Succintly put: Weather files, even with extreme
conditions, are still TYPICAL WEATHER FILES/DATA. TYPICAL is what
you want for Energy Simulations.
Design conditions from ASHRAE represent longer term period of records and
will more accurately depict the .4%, 1%, 5% etc tail of the
conditions. If you are sizing equipment, you want
these. If you are not sizing equipment -- it doesn't matter so
much.
