In 2007, I have seen several user successfully converting eQuest files to EPlus IDF in version 2. If you can still do that I wonder what is the problem. The conversion from version 2 and up would have all the intermediate files. It may be able to spot the problem by code inspection.
Version 7 may have added options and defaults that you do not have in the earlier version, and these may be removed and corrected.
I am interested to see whether the conversion to version 2 or 3 version is complete by code inspection, if you would send me a sample converted file to an earlier version.
The IDD for the old versions are still on the current release.
I am not sure whether eQuest file and eQuest DOE-2 file are the same. I have not use either of them.
All I know at that time was that the IDF was converted from eQuest and submitted by the user. Most of the errors wer resolved.

And it seems that the transition tool is made in very old EnergyPlus version and can only do parts of the job (primarily geometry and materials). I wonder if anyone knows the most recent and comprehensive DOE2 to EnergyPlus conversion tools (either public or private domain)
