FYI...the large impact of the averaging window on sizing is a good
reason not to use set back on design days (i.e., thermostat schedules
have WinterDesignDay and SummerDesignDay sections with constant set
points). The load averaging window should be long, not short. If it is
short, the HVAC system will be able to pull down in the length of the
averaging window (e.g., 1-min) and this is not realistic..
