I have many doubts about what had been said earlier, i.e., that setting a different elevation in the IDF will result in modifying the wind speed on the weather file.  I do not know of any simulation program that does this. The only modifications of the wind speed from the weather file that I know of are for (1) the local site terrain and (2) the height of the building surface above the ground, NOT the elevation of the site relative to that of the weather station. Adjusting wind speeds based on site elevation is, in my opinion, pure folly. Adjusting temperatures based on site elevation is also quite risky, but at least there is some scientific basis known as the "adiabatic lapse rate", on average 1C per 100m rise in elevation.  In general, my suggestion is to NOT attempt to modify any weather file, but instead just use the weather file for the closest available location.

Since you did not mention what location you're actually interested,  I can only give you general comments.  In addition to the 2,000 or so weather files on the EnergyPlus weather web site, ASHRAE has also released in January a set of 3,012 IWEC2 weather files for international, i.e., non-North American, locations.  These weather files are not based on computer climate models nor statistically-derived data, but compiled from official weather station reports from around the world.  The only practical difficulty is that so far ASHRAE only sells the entire set on a DVD for $225,  and not as individual stations.

There is a big difference between the place on the top of the mountain (over 800m)  and the nearest city (around 250m).

Did you mean what is the nearest city on  the map or what is the nearest city that got a weather file?
