1) What is " data periods "?

DATA PERIODS is the name of the header record -- as you have shown.
an option would be, for example:
DATA PERIODS,2,1,Data,Sunday, 1/ 1,3/31,1,Data2,Tuesday,4/1,12/31


2)Are the values in this row used to build the data records .

These values indicate how the data records following should be read/interpreted.
