I may not be the most qualified to discuss this, but I'll give some thoughts:

Yes, I think you are on the right track for how the predictor-corrector operates at a high-level.  As for the initialization at 23 degrees, that only happens very early in the simulation, and the dependence on this initial condition is reduced through the warm-up procedure.  As for not hitting set-point, the system simply may not be able to meet the set-point at any given time.  The result is that the zone temperature floats.
