You can't go by GHz alone. Based on Passmark benchmark 
(higher is better)

Intel Core Duo T9600 2.8GHz is 2048

Intel Core i5-2520M @ 2.50GHz is 3611

I couldn't find the i5-250M that you referenced and this was 
the closest. That accounts for most of the difference you 
may be seeing.
