Thanks for your advice. I didnt set a setpoint for humidity and I think the outdoor air is not humid for certain period but the system is still on.

I suspect the VAV is turned on because it tried to meet the deck setpoint temperature which is 12.6 C. However, I am not sure how should I change this. There is reheat before supply air entering each zone.
