I don't know if this is what you are looking for, Jeplus (http://www.iesd.dmu.ac.uk/~yzhang/wiki/doku.php?id=software:java:jeplus), is an open source java (I believe) parametric engine for Eplus.

I don't want to seem lazy, but I'm building an IDF model library on Java for energy simulation interoperability, with parsing and writing skills, and I wonder whether this kind of library already exists, and would be available as an Open Source shared code, or through a scientific cooperation.
