I wouldn't pretend to be an expert on your data.

I hope you're actually rewriting/copying this message along with your new / revised / whatever data files and replying to your ticket on the helpdesk with them.  I can more reasonably justify something that comes to the helpdesk.

The weather converter is an orphan of the EnergyPlus set of programs.  With luck, it does do sub-hourly files -- as 99.99% of the data that comes through is hourly -- it is hard to justify/get funding for sub-hourly data.  

And, as Brent said, the Perez split (direct/diffuse) model may have problems at sub-hourly data.  I believe it has been improved for V8 -- I don't remember if you were using the V8 beta or not.
