1) you should not have to convert idfs -- unless you want to
read them in IDF Editor.  EnergyPlus will automatically read Unix
line ending files.

2) If you want to do it anyway or for other reasons, look here:
http://tech.groups.yahoo.com/group/EnergyPlus_Support/files/Utilities/

and download the "ToDos.exe".  
Command line use:  ToDos *.idf 
will convert all to DOS format.

www.textpad.com is a nice text editor)
as is ultraedit.
