I think the coil model starts getting confused when the air velocities drop below a certain critical minimum, but is not zero. If you force just a tiny amount (let's say not as much as the turndown ratio sugested, but at least something), then this error may be solved with minimal impacts on energy consumption error. Using a minimum turndown ratio other than zero is also common in real life, right? I would test it.
