The rating authority is in practice the leed reviewer. He will check that the data you used makes sense for the project. I recomend ASHRAE's data, and a representative location.

Hello,I have a doubt about what wheater files I can use to run annual simulations. The ASHRAE's 90.1-2007 Appendix G section 2.3 - Climatic Data states that "The selected weather data shall be approved by the rating authority".If my country doesn't have any rating authority which can validade those data, what files could I use?
