The rating authority is in practice the leed reviewer. He will check that the data you used makes sense for the project. I recomend ASHRAE's data, and a representative location.

I have a doubt about what wheater files I can use to run annual simulations. The ASHRAE's 90.1-2007 Appendix G section 2.3 - Climatic Data states that "The selected weather data shall be approved by the rating authority".

If my country doesn't have any rating authority which can validade those data, what files could I use? Can I use whather files from a local methereologist study?
