RE: [EnergyPlus_Support] Controller Error

thanks for helping me, but the error persist.

I'm sending the idf model. Perhaps you able to view the error easily. I'm actually don't know why this is happening. It's the first time i'm seeing this.

Respectfully disagreeing ?.  HVAC Cooling coils are always reverse action.  This is specified in the Controller:WaterCoil object (example below).  I do not recall all of the several ways that I have erred in order to receive this message, but I think improper setpoints are the most common.  Your 12.8C setpoint looks OK, but perhaps there is a zone setpoint that is improper?

   **   ~~~   **         water temperature (controller actuator temperature) should be above the setpoint temperature
