[EnergyPlus_Support] Low Temperature Variable Flow

Hi everyone. My building is climatized by Low Temperature Variable Flow. I have several problems with the Zone Mean Air Temperature in the zones: in the first floor of the building the temperature are so high ( in winter time) that the Radiant Panel doesn't work at all, instead in the second floor the temperatures are terrible low and seems that the Panel cannot rise it enough.

I supposed that the most important heat losses are dued to Ventilation, Infiltrations and exchange with the outside through walls. Do I have to consider some other important exchanges?
Why if I increase non-conducting thickness the situation doesn't change at all?

Thanks
Sara
