Yes, this is the main problem to solve in modeling- setpoint hours not met that is.. and also is the best indicator that there is an issue..  

I am dealing with the same issue with a couple models right now- one for LEED and one for HERS..   

The LEED model I am finding solutions in setpoint managers, for the dual duct CAV and VAV systems, for the HERS project I found that my radiant floors are heating the basement and am now trying to figure out how to not have reversed constructions with the unconditioned basement below.. 

The thing to do is pin point the problem, then find a solution..

Cooling time setpoint is pretty low though.
