HX outlet temperature set point control only works when the supply
inlet temp is less than the temperature set point AND the secondary
inlet temp is greater than the supply inlet temp.
This usually occurs during winter months. If this were implemented in
summer months, the flat plate HX would be bypassed, or the speed of the
rotary HX would be 0, most of the time.
