If I were you, I would open the expanded idf (xxx.expidf) and check how this is expanding. I don't use templates, so I can't really help you further. If your thermostat setpoints are 20/22, then your coil outlet air setpoints should vary between 20+11=31 for heating and 22-11=11 for cooling. If the template expands in such a way that it uses setpointmanager:scheduled to assign fixed setpoints, then it is obvious that no matter the demand, the outlet of the coil will be a fixed temperature. This is not the best solution for an AHU with cooling - heating coils in series. The heating coil will almost always be reheating cooled air.
If this is a VAV with reheat at the terminals, then you could set the heating coil to bring the same temp as the cooling coil in the AHU. Beware that the reheaters at the terminals will always reheat, regardless whether the zone needs cooling or heating. It only reheats to a smaller temperature in the case of cooling...so for it to really cool, it needs to be schedules to be off during cooling times.
