Wind speed and direction are generally included in standard weather station reports around the world.  The weather data available from many sources for use with EnergyPlus and other building energy simulation programs have been processed into hourly records in local time, which in some cases requires interpolation from weather reports at 3-hour intervals or more.  You should be aware that wind speed and direction are very site-specific, and that weather stations are generally sited at airports.
