I don't understand exactly what problem you are having.  I thought that all the weather data on the EnergyPlus Weather web site are all in *.epw format already. 

As far as I'm aware, there is NOT an IWEC (*.iwc) weather file for Rostov, unless someone else had applied the *.iwc extension to a new file.

If this file is truly in the *.iwc format, you will not need a *.def file when using EnergyPlus' Weather program to convert it to *.epw, since Weather recognizes the *.iwc format.  If the format is *.csv, you will need a *.def file because "csv" only means that the file is "comma-separated-variables".

If you continue to have problems with this file for Rostov, please note that there are ASHRAE IWEC2 (second version of the IWEC)  weather files for Rostov (RUS_ROSTOV-NA-DONU_347310_IW2), and three other locations in Rostov Oblast (Celina, Morozovsk, and Remontnoe).  However, ASHRAE IWEC2 files are not free.
