Make sure that coil availability is always “ON”.  Only the fan needs to have a schedule.

My fan is operating properly during unoccupied hours. My problem is that I've noticed if the cooling system doesn't operate during setback high temperatures the fan alone will never maintain the temperature in the zone. So should the cooling or heating coil operate during setback temperatures? If so, how should I set them to work?

Good question. EnergyPlus, I believe is clever enough not to let the cooling/heating coils run if the fan is off, so just worry about the fan. you want the fan to cycle to meet loads during unoccupied times and to be constantly on during occupation. So one way with nightmanager is to schedule your fans to on during occupied hours and off during unoccupied hours. nightmanager overrides the off during non-occupied hours to on, when the temperature sinks below the set threshold. be sure to schedule the availability of when nightmanager may override the fan schedule so that nightmanager only operates during non-occupied hours, else it will hassle your controls during occupied hours.

PS the other way applies to unitary equipment...I've not elaborated on the other way.
