Since the data that was used to classify climate zones in ASHRAE 90.1 is different from the data used to generate weather data file, it is no surprise that they do not agree. For choosing the climate zone for the envelope requirements and other requirements in 90.1, you should use the data that is provided with 90.1. When selecting a weather file for Appendix G, you should use the weather file for your location or "..select available weather data that best represent the climate at the weather site." The EnergyPlus report that calculates the climate zone based on the weather file is only an approximation and should not be used to select the climate zone for your location. As far as selecting the proper weather file, if possible choose one that is in the same location as the building you are modeling, if that is not possible, choose one that is close or as climatically similar as possible.

The proposed location of my building is in Rome, Italy, and the weather file I need to use is ITA_Rome.162420_IWEC.epw (downloaded from EnergyPlus website). However, when I check stat file, the climate zone code ("Climate type" shown in the file, see below) is "3C", whilst ASHRAE Standard 90.1 climate zone table indicates a code of "4".
