Echoing what Jean and Jason said. . . do not use the climate zone in the .stat file. It should only be the climate zone from Standard 90.1 (data for 1961-1990) or the recently published ASHRAE Standard 169-2013 Climatic Data for Building Design Standards, which includes data up through 2008 and matches the 2009 ASHRAE Fundamentals design conditions (used in DDY if there's a location in the Fundamentals). Standard 169 includes maps of the entire world (at 1 deg lat x 1 deg long resolution) as well as a climate zone for each location in the 2009 Fundamentals.
Note that locations in Standard 169-2013 tended to move to lower (hotter) climate zones. And there's a new Climate Zone 0 that covers the hottest locations worldwide -- none are in the US.
There's an update in progress to bring Standard 169 up to date with data from the 2013 Fundamentals design conditions.

Don't use the stat file's classification for anything other than an idea of the weather. The stat file contains statistics based on the weather file, not the actual raw weather data from the last 60 years. The same applies to the ddy designday. These should be from ASHRAE. If they have been produced from the weather file (itself a statistical file), then they should be used with caution and not for code compliance (which is the case if they are created with the weather converter utility).

The proposed location of my building is in Rome, Italy, and the weather file I need to use is ITA_Rome.162420_IWEC.epw (downloaded from EnergyPlus website). However, when I check stat file, the climate zone code ("Climate type" shown in the file, see below) is "3C", whilst ASHRAE Standard 90.1 climate zone table indicates a code of "4".

Could anybody please advise what possible reasons in generating these differences, and how to choose a right weather file to do a LEED/ASHRAE modeling if the codes are not consistent between the two? Thank you very much in advance.
