Interesing point. A window that's got less glass than frame, but then you'll struggle to meet the 40% WWR. I'm going to go try this in WINDOW... although I think I failed before trying.

You cannot make a window (a glass only unit) with such a high U-value. The resistance of the air films, on the inside and outside of the window, alone will drive the U-value lower than a specific number. In EnergyPlus, they figured out that for the simple window model, it cannot be lower than 5.8 W/m2-K. See the Engineering Reference for how it is calculated in the simple window model.
