[EnergyPlus_Support] Re: Zone Radiant HVAC Mass Flow Rate equal to 0 but system controlling the room temperature. How???
Not sure if this applies in your situation; however, I have had a similar outcome where I had left field for water flow rate blank, assuming it would autosize, when it does not. In my case, changing those fields to autosize caused the radiant slabs to activate.
It's possible that, if you have one, the airside system is picking up the load.
