Does the Zone List Sensible Cooling Energy variable account for radiant components, or only airside? Try the Zone Radiant HVAC Cooling Rate variable to see if the system is operating. 

Also, it may be worth putting values into the pump efficiency field. EnergyPlus does funny things, and it wouldn't surprise me if leaving this blank causes issues. 

In addition, double check your control parameters. The radiant panels will not use the thermostats in the room that the fan coils will use. It's hard to compare the thermostats of a FCU vs the throttling control of a radiant system. 

Aside from that, I recommend reaching out to the http://energyplus.helpserve.com/ team if your problem persists. They are normally pretty responsive and can trace an error down pretty quickly. As fate would have it, I normally figure out my issue about ten minutes after I write them.
