Reduced heat = reduced input power Ha ha, in Germany there was a "clever" chap selling "heating bulbs" on eBay when they decided to ban/regulate the manufacture/selling of classic fillament light bulbs. Vincent and Jer have a point. Unlike ASHRAE 90.1, the Uk NCM regulates the required lux so that energy savings is not achieved at the occupant's expence. That is why DesignBuilder input is two fold: zone lighting level (lux); specific zone lighting input power (W/100lux-m2)...which it converts to W for the idf, I believe. ASHRAE 55 handles user comfort, just like ASHRAE 62.1 handles fresh air rates, but I believe 90.1 should require some sort of bare minimum from both other standards. It only goes halfway with forcing inclusion of setpoint not met hours and mechanical heating / cooling systems where non exist.
