Submit tomorrow with what you have. Claim IEER you have is that required by the baseline equipment. Whilst waiting for the revew, use the standards Jim suggested to calculate the correct efficiencies which will most certainly be higher than the baseline requirement. Make the relavent corrections before submitting finally after the review comments come back. No one can tell you what the IEER is (unless they are a very bored reviewer with far more experience than me), but the simulation will be accurate and reflect real equipment of that capacity.

Really the software should do this, but there are so many priorities in the developement...

Dear Jean, thank you very much. 

I thought of modeling the actual sizes and requesting IEER from manufacturer, but I found actual sizes are less than autosized capacities by around 20%; so there will be unmet hours if I do so, besides that it seems impossible to model any IEER with e+, because we can't see the result of any curve we might use, this is.. if we could find out how to define that curve in the first place =(

 I must submit tomorrow =((
