If you are modeling someone else's design, then model the equipment they have selected.  For you, that means 60 different water loops.
Perhaps the PTHP is needed for supplemental heating, as you indicate.

Yes, I agree with your comments that there are many thermal zones and boilers more than the building needed.

But, the situation of the building is that all apartment units (each unit 85m2) are equipped with an individual gas boiler (21kW) so that each hot water loop in each apartment unit connects a radiant floor object and a boiler.  As you mentioned, they are listed in ZoneHVAC:EquipmentList for each zone.

 In terms of PTHP, it is mainly used for space cooling in summer and for subsidiary heating in winter.  If the system is only used for cooling, should I choose PTAC ?
