The "Joe Rule" ?? But I'm glad it seems to work and solves the problem. For those who may be confused by this cryptic banter, I'd like to explain the "Joe Rule" a little more because it affects anyone running EnergyPlus with a weather file created not following the North American convention in reporting aggregate climate elements, i.e., solar, which would conceivably include most if not all of the weather files on the EnergyPlus Weather web site contributed by non-US sources. In the US, the convention is to report the solar for the past hour, e.g., the Hour 12 values would be the solar from 11:00 to 12:00. In Europe and many other places, the convention is to report the solar around the hour, e.g., the Hour 12 values would be the solar from 11:30 to 12:30. Since EnergyPlus was developed in the US, it expects the weather data to follow the US convention, which means that it calculates the sun position as the average over the past hour, e.g., for Hour 12 it would be at 11:30. Therefore, when EnergyPlus uses a weather file that follows the European convention, the reported solar would always be a half hour early. This 30 minute offset may seem inconsequential, but could actually produce strange results. Several months ago someone on another bulletin board (BLDG-SIM) asked why he was seeing more solar on the east than the west facade in India, which was traced to this problem (expl: the east facade is picking up an extra half hour of radiation, which the west facade is losing, plus as much as a half hour at sunset because the program thinks the sun has set). The ideal fix for this discrepancy is to add a value for "time offset" to the EPW. Adding it as a user input would be less desirable, because it would force the user to figure out the convention used on the weather file. As an immediate workaround, I had suggested that the user simply shift the building longitude east by 7.5 degrees, which is what Jean calls the "Joe Rule".
