[EnergyPlus_Support] AirTerminal:SingleDuct:VAV:Reheat - Minimum Air Flow Rate

I'm having trouble getting air terminal units to deliver the minimum air flow as defined under the AirTerminal:SingleDuct:VAV:Reheat object.

My project has minimum air flow requirements for each zone (a total air flow that exceeds the minimum OA ventilation requirement as defined under DesignSpecification:OutdoorAir) and I am using the 'FixedFlowRate' input method and 'Fixed Minimum Air Flow Rate' in the AirTerminal object to define the minimum total air flow rate to each zone.

Looking at the ESO outputs, the minimum air flow to each zone is below the rate as defined using the 'FixedFlowRate' field in the AirTerminal object.  A lower air flow is delivered to the zone, and the minimum air flow appears to be the 'User Defined Air Flow [m3/s]' as shown in the HVAC Sizing Summary table output.

How can I control the AirTerminal object to deliver a minimum air flow as defined using FixedFlowRate?  Are there other related inputs or objects that will not allow this minimum (total) air flow to be delivered?

Thanks for the insight,

- Lyle K.
