I would guess the sizing of the radiator is undersized. Check in the .eio file if the values are realistic.
I think you mean the annual heat transfered (total, part radiative and part convective) in kWh. And they should add up, as you say. Rate in kW can be an instantaneous value or an average and would both be pretty sensless as annual values. Perhaps you are looking at peak rates?
