[EnergyPlus_Support] HELP: Cooling towers in a water cooled VRF system

Hi, 

My project consists in a 27 levels office building with a water cooled VRF system. All my system is set with autosize values least the VRF outdoor units COP, the availabiliy schedule is on 24/7. 

After running a simulation I realized that the cooling tower does not turn on at any moment. Could you help me?
