Hello,

There is web tool called "Surrogate City Finder". It is developed by the Centre for IT in Building Science (CBS), International Institute of Information Technology, Hyderabad, India. This is a web based tool that shortlists the best-matched weather based on parameters such as the latitude, altitude, and temperature range.

You can use it. http://54.148.46.18/finder/cityfinder/mainpage.html

Enter your city name, like Astana, at first it wont show any results, then go into modify and change values radius, avg high, avg low, latitude. I got few results from these values.(see attached Capture.jpg)

You can view difference in temperature range by clicking on all results.(see attached Capture1.jpg)

For Astana best matched weather file would be of Heilongjiang.Jixi, China. You download that best matched weather file from http://apps1.eere.energy.gov/buildings/energyplus/cfm/weather_data3.cfm/region=2_asia_wmo_region_2/country=CHN/cname=China

Please give some feedback or suggestion on this tool, I ll share it with the developers.
